Greater Shepparton City Council has developed a new Procurement Policy and a Greater Shepparton Local Economic Impact Statement (LEIS) which will come into effect on 1 July 2013. Greater Shepparton City Council's Procurement Policy encourages a focus on local industry, including creating local employment and improving local businesses.

The Policy requires that Council officers must seek at least one quotation from a supplier within Greater Shepparton (if available). This will ensure that local business is considered when contracting service providers.

For all tenders greater than $250,000 including GST, a ‘LEIS' is required to be submitted by tenderers. The ‘LEIS' will detail the level of local content pertaining to labour, materials, plant and subcontractors. The ‘LEIS' reflects the tenderer's commitment to training, skills development, innovation and technology.

The ‘LEIS' will be taken into account where tenders are within 5% of the weighted evaluation of the highest ranked tender. It should be noted that weighted tender evaluation is not based upon price alone. Examples of evaluation criteria include: technical ability and project delivery; overall capability to carry out task/project'; and experience in delivering similar projects.

Council forwarded a draft ‘LEIS' to a variety of local businesses for comment regarding the user friendliness of the document. Council is thankful that the selected businesses participated as they provided constructive input which led to further development of the ‘LEIS'.
